The Chicago Outfit had a collection of friends and minions within Chicago’s City Council, Courtrooms, Police and Fire Departments and other departments, Ward offices, and the Democratic Party political machine. If you wanted a favor, you needed to know who to ask. And favors had to be paid for, one way or another. Da Fixer, Pat Marcy, was a fixture in City Hall and at the restaurant next door which was “bugged”.
